Do you think my cpu cooler is sufficient for the cpu with light OC (keep in mind the case)

Yes should do fine if this is a build you are purchasing there are cheaper coolers that can give identical performance if you already have it don't worry it'll handle it unless you need some rather high voltages to stay stable.
no i haven't bought it yet what would you reccomend
All of these perform at or above the level of the 212 EVO: https://uk.pcpartpicker.com/products/compare/cwPzK8,hyQRsY,b8h9TW,Ynfp99/
Pure Rock is my personal suggestion. It performs more in line with a Phanteks TC12DX, for reference. You should be able to get at least 4.3GHz (with any of these coolers) unless your chip requires an unusually high core voltage to stay stable.
What fellway posted I run one of those myself on a firstname.lastname@example.org 1.25v and it works great rarely ever throttles up the fan unless I am stress testing.
Yes, I found the EVO to be a good effective & dependable cooler.
Can't go wrong with an EVO.
