Minimum pieces bought to get it running while leaving room for upgrades. I had trouble running the ram at the rated 3200Mhz speed. I ended up using the same latencies at 2866Mhz to be stable, they are under warranty but it doesn't bother me. The graphics card is a 10-year-old hand me down. It runs pretty well without a case, great ventilation.

Your RAM issues are probably due to that set not being on the "Approved" list for that motherboard. If you start to have random system glitches/freezes, that is the culprit. Ryzen is VERY picky with ram selection. I just had to spend another $154 for 16gb of ram that is "approved".

It is indeed not approved. No glitches with it it simply won't post, my next steps are to adjust timings and do a manual overclock.

should probably move the pc off the floor, or maybe put it into that dell case if it fits and doesnt have any valuable components inside

The Dell case is an Inspiron 530 which does not have a removable IO shield. I have it on the floor rather than in the air in case I bump it somehow and it falls. It's in an area which I never walk in so, for now, it's an alright place. Not optimal but I'm waiting till Christmas to continue with a new graphics card and a case.

I would take advice you would be shocked what a little dust, fur, ect... can do..Protect your build as much as you can from dust, on the floor is just asking for trouble.

I have a ceiling fan nearby (usually running on max), any clue if this is good or bad or has any affect on dust?

What BIOS version is the board running? If it's old, try updating to something dated roughly mid-year; not necessarily the latest version, though. Also do a complete BIOS reset. I wouldn't be surprised if you could then get the RAM up to speed, or at least close (3000-ish).
