so since ive started using windows 10 ive noticed that my mouse has be lagging behind on some aspects and was wandering if it has to do with how the boot options are set aside from the hard drives, can that effect how some devices work?

Sounds more like a mouse driver issue. Are those drivers up to date?

I would get a new mouse. Perhaps one with a wire and that has it's own drivers.
