Was wondering is it possible to get a build that runs games at 4k decently in this price range? If not 4k, what kind of settings would this type of build be capable of running? USA, have been looking at skylake i7, 16GB ram, 256gb ssd, 980ti strix.

You can run 4k but if you want higher frames or having setting up high or ultra then you would need 2x 980ti, at the moment a single gpu can push 30fps depending on the settings and game your playing at 4k. Maybe soon when HMB2 comes out with the Fury having 8gb of HBM or Nvidia releases there new Cards then its a different story. Your build is perfect for 1440p but if you really want 4k then you can just get another 980ti later.

What is a good choice for a monitor that is 1440p (2k)?
