I am an experienced pc builder but I don't know much about servers. Using this to host a minecraft server on so I can play with my friends. No OS monitor keyboard or mouse, just hardware. In terms of computer it is fine for hosting. However it could be a bit overkill. Questions... 1. How many players? 2. Only friends? 3. Any mods or plugins? 4. Internet provider?

If you are having a large server, or public one, my only worry is DDOS protection and internet quality. I used to host on an imac. It had 4 gb ram and the server had 2 gb given to it. We were able to run it for 3 years, and it was fine, the only problem was DDOS. So we switched to a host. If you would rather use a host, that $600 would last you for YEARS. I happen to be connected to some hosts, and could find you a cheap yet reliable one to use

If you have great internet, then go for building your own server. If not, having it hosted is the best route.
