$500 USD for Plex/BlueIris

I am wanting to build a system to house my media for Plex--right now, I have about 10 movies and 30-40 TV shows, which is not a lot of data, but I do expect to continually expand. I doubt I will ever reach 2TB. We use Plex daily at this point, but just for a few TV shows. Additionally, the system will be required to run 24/7 since it will house my BlueIris Surveillance software--I have about 20 IP webcam feeds coming into my current system (some of them intranet, but the majority are from outside my home network) and the CPU is almost always at 95% (according to the BlueIris screen), as I have them constantly monitoring for motion and other triggers, and then recording videos and emailing them out. I really wouldn't be doing anything else on this machine, except occasionally using Torrent programs to download a video or two. Any recommendations? I am willing to go a little higher on the price, provided the return on investment is worth it.
