My Current specs : Core 2 Duo E4500 2.2 Ghz Radeon X1650 Series 256 mb 128 bit RAM 4 GB FPS in game : 3646 frames 77.401 seconds 47.11 fps (21.23 ms/f) 3.287 fps variability I have a 60hz monitor so i want 60 fps in the game, i have a low budget, willing to overflow the budget on upcoming holidays, also need low budget but good peripherals (Keyboard and a mouse pad are ones which i really need right now) Also, is it worth trying to change to linux, to see if any improvement is possible, i currently use win 7 ? Hoping if anyone has a solution for me, thanks :)

You need to tell use what else you have.

Storage I am assuming is OK. PSU could use a refresh after this period of time unless it's newer. Is the case reusable?

What is the budget? Where are you from....?

Storage, PSU and case are ok, about the budget, well for a PC build only i could give is 280 euros, and if you count the PC peripheries, would go up to 400 euros, also i live in Serbia, the country where everyone has a bad payment.

Assuming you had to start over entirely fresh aside from a hard drive, this is a solid solution that will get great frames. But definitely give us a budget to work with and what all you'd need/want from it so that we can really squeeze every last bit of performance out of it!
