I'd like to have a gaming pc that runs csgo with very high fps in the range of 200+ fps also I would like to have the price range at about $600-$1000 in the US

Including 144 HZ monitor which is the most important thing for FPS games and you play csgo so this is the best i could do.

Why a budget psu that really isn't suitable for the build with a $220 cpu which assumes OP lives near a micro center and with a $320 gpu.

I changed the CPU and PSU, and he stated that he wants high fps 200+ so i picked this parts. And that PSU can run i5 6600k and gtx 970 no problem without OCing. (Also if i remove the 208$ monitor i can make better setup).
