Budget Gaming PC (Under $400)

I'm looking for a gaming PC which will run CS:GO on 1080p as well as possible under the price of $400

I've heard alot of good about the GTX 750 Ti and also the R9 380. Not really sure which one would be better for the pricepoint, and came to see what you guys thought.

Worried mostly about performance. Form factor and case/aesthetics obviously don't matter. Thanks for your help in advance!

How does that card compete with the 750 Ti or R9 380?
