Dirt cheap pc build/upgrade

I know this is less of a build and more of an upgrade but i figured i'd post it anyway

i own a store bought pc and would like to upgrade some components of it i order to get a higher frame rates from games mainly Sins of a Solar Empire Rebellion which hits about 30 frames with game booster but will drop to 15 or lower during large scale fights.

Im happy to upgrade everything except the Motherboard,GPU,Storage and Case

its current specs are

OS: windows 7 Home Premium 32-bit (Am i able to get 64-bit? on the computer)

CPU: Intel Pentium E5700 @ 3.00GHz LGA 775 socket

RAM: 4.00GB Dual-Channel DDR3 @ 398MHz (yes thats right 398MHz)

Motherboard: eMachines ET1850 (not looking to change it due to budget restraints supports up to 1333MHz Ram and 4Gb of Ram and LGA 775 socket)

GPU: 2gb GTX 650 ASUS (this is the card i got given for the PC)

Storage: 1tb Western Digital 7200rpm

Case: Stock case but will be put in a Cooler Master K280 (Case fans have been gifted to me from a friend)

Form Factor: ATX I own Peripherales already as i was planing on a custom build but no longer have the money too make my desired Pc

looking to add new PSU, CPU,CPU cooler and Ram please try to keep it cheap as i live in Australia and I am a full time student so my budget is really low max about $300

The only processor available on the AU pcpp site is the E6500 costing a 250 bucks..

So, I agree a new Mobo & cpu/ram would be a better option.. The DDR4 Skylake pentium G4400 is definitely better than the DDR3 Haswell G3250..
