I am looking for a solid build for a picture/video editing PC. This machine will only be used for editing and general internet surfing and media streaming (no gaming). Looking to stay under $600. I could do $800 if it includes the monitor, mouse, keyboard, and OS. I am located in the Northwest USA. I am especially interested in CPUs and GPUs that perform will for this purpose at a good price point. I have only ever build gaming PCs. Thanks for your help.

R9 280 is a huge waste for this build. There are very few conditions where such a GPU would even see 25+% saturation in video and image editing when paired with such a weak CPU.
