CS/GO and Heavily Modded Minecraft

I want to have the best processor, or one of them, that will fall into a price range most appropriate for these games. I don't have a set budget because it is a part of the recommendation for me. I currently don't know what is the most appropriate price range for these games only. I only want to play these games, using windows 10, and a 120gb-250gb SSD. I don't need or want a mechanical hard drive, as of now. I would like to play these games at the highest settings possible, without going overkill. I mean the highest settings, accompanied by any FPS that will bring. Right now I am looking to play on the ATLauncher for Minecraft, and Windows 10 Minecraft. I am basically wondering what processor and what video card will offer the most valuable performance, meaning without breaking the bank, seeing as these are low-demanding games. -As small as possible -any price range -no peripherals or monitor -windows 10 included -overclocking is a recommendation you can make, but I haven't done it yet -must have dedicated graphics -no APU -In United States -would enjoy some upgrade-ability Thank you in advance!

I went for size over price. Though a nice middle ground can be reached for the two
