Forgive me if I miss any steps, I have no idea what I am doing nor what I need. The last computer I toyed with was back in the 90s. From what I gather I have a budget between $500-600 to work with but I am willing to wait if an extra $50 would do far better.

There are only a few games I desire to play which include Minecraft, Fallout 4 and No Man's Sky. I know there are system requirements but I really have no idea what any of it means.

I think for the Operating system, probably windows 8.

Accesories needed would be a monitor, keyboard and mouse. Unsure if the pc game controllers are any good.

Also I do plan to invest time in learning to modify the games I play. Unsure if I will need any heavier support for that

I also plan to begin a youtube channel with let's plays and live streams. Do I need a capture card to do that like on consoles?

Those are all the questions I can think of for now other than how bad would it be to just purchase the parts over a 3 to 4 month period vs. buying the entire pc all together?

You don't need to use a capture card, just a software like Fraps.

What if I bump it up to $750 getting a AMD R9 380 is starting to sound a bit more appealing or the gtx 960? the equivalent of the AMD. This is a bunch to take in. As far as monitors go, I can seperate that and get it a few weeks after. But something in the 1600x900 range. Not too keen on extreme gaming.

Which is better anyways? I have heard that intel tends to be lackluster compared to AMD. That was of course opinion but I don't really know any of this stuff.

should be pretty okay overall, but that hard drive will really slow the system down. if you're able to, get ANOTHER 50$ and grab a 240-256GB ssd instead of the suggested hard drive and that will REALLY speed the whole system up or maybe just reuse a hard drive that you already have

Yeah. I just tossed together everything I need and its just shy of $1000. So it looks like this is going to be a 6 to 7 month wait. I really don't want to keep playing console so I guess its worth it.
