Looking for a budget HTPC my requirement are

Needs to be able to stream videos from Internet browser, prefably with no lag (does this mean I need Windows? Or will any other OS do?)

Does not need to be able to play games, purely watching shows only so can cut down costs for that

Blu-Ray player

Silent, don't want to be able to hear fans while watching my shows

Free pcie slot so that I can put a sound card if need be

4K would be nice but not necessary, but would like an upgradibilty option for that in the future

SSD for quick boot times and HDD for storing my movies (or an SSHD if that's cheaper)
