Semi or Fully Modular? And where can I get sleeved cables?

Hey guys so I plan on building my rig very soon but now I'm not sure what PSU to get. I plan on adding sleeved cables in the near future which is why I thought fully modular was the best, but then I recently saw a build with a semi modular PSU but it had sleaved cables going into the motherboard. From what I understand the 24 Pin cable on a semi modular PSU isn't removable so how did this person have a custom cable? Are there extensions?

That person likely had cable extensions. These are very popular. Companies like ModRight make them.
