I plan on getting that case soon but I am a little concerned with the fan hub. So in the manual it says to connect it to the CPU_fan or CPU_opt. My question is can I connect the fan hub to a regular system fan header it will it not work?

it will work, but not with pwm function. most motherboard only have one true pwm header, the cpu_fan header.

But can i reduce the voltage to make the fans spin slower?

yes, that should work if you connect it to a non pwm header.
