The i5 will not be as fast at rending as a CPU with more cores or threads, but it will run Minecraft better then an AMD CPU. Also going with a NVidia GPU will allow you to record with Shadowplay which offers very little in loss of FPS while recording.

Windows 10 is the better OS, and is a lot like 7.

As for the CPU, you don't have the budget unless you really want to nix the video card.

GVR does for AMD GPU's what shadowplay does for Nvidia GPU's. Very low overhead on-the-fly compressed screen recording using the H.264 video engine of the GPU.

The things that make the GTX950 superior to the R9 270, are multi-monitor support, fixed function video engine capabilities, HDMI 2.0, and compute efficiency.
