First Media Server- Build Suggestions needed

Hi I have a collection of apprx 6TB of media (movies, pics,ebooks) spreadover 3 different external HDDs and would want to consolidate them into a neat media server. the movies and pics would be primarily shared over 2 TVs in the house- a Samsung 3D 6 series SMART 55'' which has plex app on it; but can play most formats directly as well. a slightly older gen -2011 model LG SMART tv; which cud play some codecs (not mp4 though) but is internet ready. very occasionally, I might want to stream the content onto my iPAD, Macbook or windows 10 laptop as well.

My budget is £300 (stretching to £350) excluding the HDDs; and given the existing HDDs, I am not too fussed about the redundancy- as I'd most likely back up the most celebrated movies/ home movies and pics possibly on 2 HDDs anyways . I intend to place this box in the TV cabinet; and hence a horizontal form factor of chassis is an important consideration. I have 2 4 TB WD red (3.5'') HDDs with me already; and have zeroed in on Crucial BX100 250GB SDD as well. With potential increase in my coontent, I would need the HDDs to be increased to 4 bays prettty soon and so would want to future proof it.

the primary purpose of this box woud remain to be a media server, though I am not very certain if there would be too much of transcoding needed in parallel (ours is a small family so most watch things together).

ethernet ports on MOBO, and hdmi as well as bluetooth (or IR for remote) connectivity would be needed; but I am unsure if I need an NIC. finally if I were to run Kodi add-ons; and decided to record streaming tv; am unsure what extra hardware is needed and how much wud it cost.

on S/W front, I am equally split on FreeNAS and Windows 10 (latter smply becs I have license of that already).

any help if suggesting a build would be greatly appreciated.

thanks kokonip!!! quick question:- do I really need a video card?? and also on cpu: given tht at max I am looking at 2 transcodigs happening in parallel; wouldnt something like Core i3-6100 suffice?

You would need a videocard since the Xeon does not have an iGPU.

and for the cpu.. the Xeon is used in servers and data centers, so thats why i reccomend it.

well I don't intend to use it as a Gaming server (on second thoughts, well - may be; but that is not the primary consideration). my main stumbling block is finding a suitable case, which is not a big cube (i love fractal design node 304, but it wouldn't fit my tv shelf), and yet supports 4 3.5'' drives and 1 2.5'' SDD; without breaking my bank. essentially, I intend to use the cabinet in my media unit, which is approx 45x35x25 (lxbxh) ... is there any such case - even if from a less known brand that people know of?

I am currently honing on Silverstone Lascala 13B, or silverstone gd09b (intend to repurpose the external 5.25'' bay to put in the future 3.5'' drives.

any other recommendations?
