Fallout 4 ultra build. First time builder. Help is appreciated.

I want to build my first gaming PC. I mostly plan on playing Fallout 4/Skyrim on ultra settings with mods. I will be using a TV as my monitor and mostly controllers for the games. I also will be using a wired connection for the build. I shouldn't need an optical drive. I will also need Windows 10 as the OS. I would like to try and budget around $800-900 USD. Do not buy amd graphics cards for fallout 4 the game doesn't support them fully and you will get massive frame drops.
