I will be building a budget gaming pc I have a 350 budget and I have a gtx 730 graphics card I have hard drives and a disk drive I also have a old cpu but its highly outdated i am looking for something that could run games on low to medium settings and I have a Wi-Fi adapter as well

You can use the SSD for a boot drive and you could use the old hard drives for mass storage. Overall, this should be pretty decent for the money. If you don't feel like an SSD is a necessity, I can make other parts of the build a bit nicer

I was just using that as a space filler to get the system wattage closer to the actual number. It's not any different between the two cards

If you're still alright with using the old hard drives for the system, this will be a really nice build. The case is fantastic.

As for Windows 7 vs Win10, it's entirely up to you.

CSGO, Minecraft, TF2 should all be able to max with no problem.

Battlefield 4 you could probably get low settings on with decent performance.

Those are all for 1080p, but if you're okay with lowering to 720p, then the performance will be much better on the more demanding games.
