~1100 desktop for 1440p gaming

Have about 1100 USD to spend, in the US, close enough to microcenter for pick up. Right now the 4690k is $180 and 6600k is $250 I would prefer a smaller setup like itx or micro atx, but will go mid ATX if it freed up $ for other things. I like the Phanteks Evolv iTX despite it's poor cooling.

Color, don't care but the monitor is black and red.

I already have an Acer XG270HU, 2560x1440 144mhz, freesync and I want to be able to play games like Fallout 4 as maxed out as I can on it. Have all other peripherals.

I am OK with haswell or skylake, but skylake would set me up with DDR4 and USB3.1.

I have a 250gb Evo 850 in this laptop and could take it out for a bit before I replace it. It has windows 10 as well. I would be willing to go without the laptop for a month or two if it meant a better gaming rig, as a teacher I may be able to get another copy of Windows 10 dirt cheap anyways.

because it was $300 shipped from newegg on black friday and I knew I could hook it up to this laptop until I built something. Its a 4 year old msi with an 2630QM i7 and GTX 570m, great laptop for many years, but now that I am back to living in one area/country I want to build a desktop.

Also, what about going for a cheaper case, https://pcpartpicker.com/part/evga-power-supply-110b20750vr , pick up the 6600k at microcenter and getting something like a 390x / 980 (non ti)? Thanks by the way
