New to PC Gaming - NEED ADVICE

Hey everyone -

I'm totally new to PC gaming and PC building, as in I know next to nothing about it. Someone suggested I check out this website for help, and after reading some build guides this looks like a good community :).

I'm looking to build a PC that can handle ANY game (even huge ones like The Witcher 3 and Fallout 4) at a bare MINIMUM of 1080p 60fps. Emphasis on the 60fps, I want my games to play buttery smooth; the appalling framerates (especially framerate loss) on consoles these days is probably the #1 reason I want to go to PC gaming.

I'm looking to spend around $1000 for this build, give or take a few hundred. I know to some people that seems like a lot of money to spend on my first gaming PC when I know so little about it. If I can build a PC that can perform at my desired level for much LESS than $1000, please me know! If it would cost much MORE than $1000 to get that level of performance, please let me know! I want to learn, and I'll take any help I can get.
