VFX/3D artist workstation needed ASAP

Hello all, I am currently a professional 3d artist and would like to build a new computer. I would mainly be using this computer for mostly 3d modeling,4k textures, lighting, shading, render, compositing and simulations.I would really appreciate any insight or recommendations on where I should focus the most on the build, component wise, as well as what brands or parts would be best for this build. Thank you all :)

Budget: $1,800 ~ $2,000

Location: California, USA

Use: rendering, modeling, high-end texturing, gaming, etc.

Peripherals required: need two monitors and keyboard.

Operating System required: Windows 7 or above would be fine.

Maya,Max,Mari,Zbrush,Marvelous Designer, Katana, Quixel suite,Vray Render, Octane Render, Corona Render, Arnoald Render and adobe series...

So for the two monitors in the list, they need to be 4k capable? If so, that's at least $700 of the budget right there. You'd be hard-pressed to get a worthwhile high-end rendering build for only $1300 if it needs decent support for Maya, especially if you're doing Vray rendering.

The bare bones of it will be the following:

-a hex-core or more i7 (you could get away with a standard i7 if you're okay with ~50% longer render times)

-GTX video card of at least 960 (bare minimum for vray compatibility, 980 or stronger advised for high-res or hardware acceleration)

I'm not immediately sure if 16gb is sufficient for the usage profile, and I know I'm lowballing it on the GPU, especially if you want to use it for hardware acceleration of 4k texture rendering. I'd wait for another suggestion from someone else (the first two users that come to mind are MisterJ and Allan_M_Systems, because they are highly knowledgeable builders, and the latter has significant experience in these systems compared to most)
