I'm looking for a good cpu cooler for the i7 6700k, which I'll be overclocking. Liquid or air cooling are both fine.

Budget: $150 or less

whats the difference between the cooler master nepton 240m and the 280L?

120mm x 2 for 240m vs 140mm x 2 for 280l (i think 280l is better but i don't really do research in cooler master aios)

280L is better.

Large the rad size the better.

If you do get the 280L, the fans are quite loud so I hope that you have some software that can keep them quiet, a fan controller or you could get some different fans as I did with my 280L. I currently have some 2K RPM Noctua Industrial fans on my 280L and it is a lot better auido wise than when I had the stock fans on, and I am sure performance is better but it has been a while since I had the stock fans on and I can not remember the performance for a comparison.
