Modding and gaming computer on a budget for a complete beginner

Okay so I should start out by saying that my knowledge of computers is extremely limited and mostly about software, not hardware.

That being said I've recently gotten into modding, only Skyrim right now, and I love it so much. But my cheap little 700 dollar laptop from Wal-Mart doesn't.

Or at least it doesn't like the amount and type of mods I'd like to put on my game, primarily texture and graphics mods. I really want to mod the crap out of my game without causing of CTDs, at least no CTDS because I have a cheap laptop.

So I want something I can play on that won't break down under my modding greed and is within my purchase limit.

I'm setting myself a max budget of 1500 dollars and again I have extremely limited experience with computer hardware and absolutely no experience or background in building a pc so please keep that in mind when you explain things to me. In this instance alone I am okay with being talked to like a child.

Also, is there a laptop that can do what I want for the same price because I would actually prefer that but am willing to go desktop.

It is always nice to have a little headroom in PSU capacity.. For that freedom & breathable space for upgrades.. ?? Also the fact that PSUs operate at max efficiency at 40-60% rated load..
