I would prefer if the OS would be part of the build but not necessarily if the money is needed in other areas.

Well, your location doesn't have a microcenter, so you can't get its prices. The newest CPU architecture is Skylake, and that's what the i5 6500 has, providing performance increases and upgradibility. Also, you have a R9 390 graphics card in this list, which can max out any of the games you listed. This has an SSD for fast boot times and you have a Z170 chipset motherboard which in the future allows you to switch out the CPU for one of the same architecture that can be overclocked, if you're into that.

What do you mean location? It doesn't have to be compact in size ,upgradable for future upgrades would be nice :) thanks for the help

Here's my suggestion.
An ATX Build..

The GTX 980 destroys the R390X and will do even better against a regular R9 390.
