Cheapest Possible R9 290 Build

From MO, USA. I don't need peripherals or OS. Looking to play Rust, Ark, Diablo, WoW, CS: GO, LoL, Battle Front, Fall Out 4, and Battlefield at 60fps +1080p on ultra. I dont plan to OC. A 256GB SSD is all I need as I dont use much space... Planning on getting a 144hz freesync monitor in the future.

I have a R9 290 and a EVGA 600B already purchased. Looking to make a build surrounding these 2 pieces. No Budget, but I want to go as cheap as humanly possible.

If it were up to me, I would not use an R9 290 with an EVGA 500/600B as these PSU's aren't well suited to sustained operation at high power levels.

If it were up to me, I would not use an R9 290, or any Radeon GPU, for a build where WoW is a priority game, with a performance goal of 60FPS. The way AMD handles directX 9-11 at the driver/API level hurts performance in this game pretty badly during raids and in congested towns. Expect 20-40% lower performance here than you'd get from GeForce. (Even a GTX950 would be better in this game at 1080P than an R9 290). Even GeForce with strong intel cores will struggle to stay above 40FPS in these conditions, radeon will make thing worse.
