500 pounds PC for CSGO

I want to play on over 200fps at low settings. I would prefer to have a Intel cpu, 2x4GB of RAM and optical drive to be included in a build as well as windows 8.1. My budget is 500 pounds but i can go 40-50 pounds above the budget if it is necessary.

Here is a Skylake i5 6600 option for you to consider it is £31.24 over your £500.00 budget but this allowed for a GTX 950 to be fit in the build.

I'd say rosswalker has about the best PC in that range, you could possibly get some cheaper RAM if you went 2x4gb. Also look on reddit windows exchange to find a version of windows for around 10 quid.

You are wrong IMO. An i3 6100 is not as good as an i5 6600. 1 stick of 8GB ram is not as fast as 2 sticks of 4GB ram. Using a Z series MoBo is great and BCLK over clocking is great but the i5 is still a better choice then thinking about adding a CPU cooler so you could overclock that i3 in the future.
