I want a computer that is able to run at least 2x-4x native resolution for most emulators such as pcsx2 at 60fps. I play some modern games on the side but the emulation aspects are much much more important to me (though I'd prefer if my GPU would be able to run modern games at 60fps at least on medium).

I already have a monitor, mouse, keyboard and all the other accessories.

Do you need an OS included in the budget? If so, what OS would you like (a paid one like Windows or a free one like Linux)?

I'm willing to sacrifice GPU then. I don't have the means to play highly graphical intensive games so if I was able to play most games at that rate within the current gen (not including upcoming releases, as I frankly have no interest in anything coming out) I'd be satisfied.

I guess as a good benchmark would be perhaps be something like dragon's dogma at 60fps at Medium-High? And that's just a port haha
