CPU Cooler that blows up?

I'm slowly narrowing down my choices for my next build aiming for somewhere around the £1000 mark. Here's what it currently looks like:

I know that SIlverstone is way OTT for the Xeon ( I went this route as I have no interest in overclocking, but want the system to last a while), but I'd like a CPU cooler that does a similar thing in that it blows air up instead of down. This is because the case exhaust is right above the CPU and it would make sense to keep air flowing in the same direction. DOes anyone know a CPU cooler under 90mm that does this cheaper than the Silverstone?

Both Be Quiet! and Noctua have similar types of coolers. Check those out.
