Can someone build me a £450MAX Custom Computer +Few Questions

Me and father are looking at possibly building me a custom computer, however when it comes to the knowledge at whats the most cost efficient parts we are not particularly good. Thus i'm seeking help for someone to possibly give me knowledge or an actual build.

We intend to put the computer together in the July, so do you thing the actual parts that may be suggested, be actually cheaper in Summer or the same price as they are now.

Also I intend to use the custom computer for gaming, like most people so a computer that can run games would be perfect. Additionally would a computer that cost around £450 be able to run all computer games?
