Strongest Possible Gaming PC with $1400 Limit

I would like help making a very strong gaming PC with a $1400 limit. This is my first time building a PC from the ground up and not to well with pricing right now so I made this post. I would like an Intel CPU that can overclock with the graphics card. (Please try to make the GTX 980TI work if possible.)Both a SSD and HDD. (SSD for OS). Those are must haves. The rest of the pieces could you help fit within my limit.

Don't risk the chances of over-clocking; you can damage the FDE lanes in the chip if you push the CPU to far on accident, and also, I've managed to fit a locked core I7, and 16GB well within your ideal budget!
