Can your storage device affect gaming performance?

I know that an SSD helps in games such as Skyrim where there are loading times, but what about an HDD in MOBA games such as LOL/Dota 2? Does usage also factor into this like the more your HDD is filled with data, the slower it gets which can result fps drops in games?

not directly.... the only times it would is if your vram on your gpu is too small to load all the textures needed in whatever level your in and the drive cant send them to the vram quick enough.... though usually that would be in ram, unless you don't have much ram... Its those games that over use cache that really make this happen (watchdogs had a nasts issue early on with high speed driving causing all kinds of texture errors because they forced cache on drive even if it wasn't needed due to high ram/vram, and they botched the methods it was done also so even a fast drive cache like an ssd would have issues. Real nasty issue.... you would get 60fps and STILL stutter and skip around while driving as a result...

as games get bigger and more open, faster storage will be needed more and more (Cris Roberts from Star Citizen has spoken about this a lot), but for our current games, its not a big issue and we typically only see a difference in initial load times for levels. Programers have been using many methods for years now to minimize any drive speed issues by offloading more to ram or vram in a predictive fashion on open world games, or using on the fly textures based largely on algorithms as opposed to static coverings of objects (not usually the most awesome looking games.... but theres a ton of them out there... The big shiney AAA games emphasize larger texture files much more for details)

That's not exactly true. It depends how the game is written, what kind of game it is, etc. For the mentioned MOBAs it should not make the difference.

I can only guess how it works in a MOBA, but for open world games the map is normally loaded in blocks or cells. It loads in cells because if you were to load every asset in a game like GTA5 or Skyrim then you would need a hell of a lot of RAM to access at any time. When you enter a new cell the game should try to use any assets that are already in short term storage, then load the new required assets. If you have a slow hard drive, CPU or not much RAM then you might notice stutter due to the hard drive seeking and trying to load the assets into memory to process. It affects FPS in the sense that you'll have 0 FPS for a split second, but not the overall FPS like the affect a GPU has. A MOBA might be able to just load the entire map into memory.
