Some questions

  1. What is the difference between a liquid cooler and a normal one, and which one would you prefer?

  2. I currently have this fan in my build (not purchased yet) http://pcpartpicker.com/part/cooler-master-cpu-cooler-rr212e20pkr2 - is this fan loud, and would you recommend another fan? (BTW it says the fan has a 9.0 - 36.0 dbA noise level)

Thanks in advance!

By normal you mean air cooler right? Also, you mean an All in one liquid cooler? Not a custom loop. I prefer an AIO if it is above 240mm and preferably 280mm. Air cooler for portable builds and sub $80.

AIO or All In One liquid coolers generally aren't worth it unless you get to the 240/280mm and up range. Before then, you're much better off getting an air cooler.

As for an air cooler, I would recommend getting the Cryorig H7 instead, since it outperforms the 212 in every way and is usually offered at the same price. (The only reason that the 212 looks to be cheaper is that there is a MIR, so the price you will have to pay is $35.)

Define normal and liquid cooler. Are you talking about stock coolers for "normal", "air coolers"/HSF's for normal, AIO coolers for liquid, custom loop for liquid, etc?

I would recommend another cooler since the Evo 212 isn't good value, what cpu are you using and are you overclocking?

the Evo 212 isn't good value

Could you please escalate? Why do you say it is not good value for money?

Its out done by coolers in similar price like the Cryroig H7 in every way and is on par with to ~$20 HSF's like the Cryorig M9i and the RAIJINTEK AIDOS.

Cheers. These are pretty useful links. :)

Unfortunately I'm not from the US, and here in the UK prices can be pretty different. I guess, in every country it's worth waiting for a nice sale. :)
