Does aftermaket CPU cooler EVO 212 comes with a good quality paste?

Also, is it necessary to remove the old paste or clean the CPU from the old paste that came with the stock CPU cooler and apply another new thermal paste in order to install the new cooler? What are your recommendations? Thanks in advance.

Yes, for two reasons.

a) You should always remove your old and dried thermal paste before applying new thermal paste, and

b) When the CPU cooler is removed, the thermal paste must be reapplied or the thermal paste may not fully come in contact with the CPU cooler anymore
