Thermaltake makes custom hard tube kits: Pacific 240 and 360 I believe, anyways theyre a bit pricey and if you want to start with custom watercooling I would recommend getting individual parts that best suit your build.
AFAIK, Thermaltake and Nanoxia are the only ones I know of.
You can also just use the EKWB hard tube configurator.

I would much appreciate if you could think of a custom loop that costs around 400 for just cpu and will go in a NZXT Manta
That can be done. I'll see what I can do! Ḯ'm assuming you want to do hard tube? Also, what size gpu do you have? That can greatly influence the style of the loop.

Ok thanks I've checked out thermal take but their too expensive I'm thinking of doing the s240 kit from EKWB and later upgrading to hard tubing
What do you think of this kit? Case would be Phanteks Evolv MATX. I want something idiot proof since I am new to water cooling.
It's a good kit if I wanted to do a sff (small form factor) soft tubing build i would use it
