I have been planing on building a gaming pic for about a year I want it to be around 1,000. When is a good time to buy all the parts at a good price. I will have an i5 6600k most likely liquid cooled. With a gtx 1060 or a gtx 1070.

You can always wait until Black Friday/Cyber Monday or Christmas if you want to try and get things on sale. But an i5-6600K and a GTX 1060 or 1070 are great choices right now, so I'd say whenever. Kaby Lake processors (basically a refresh of Skylake) should be out by the end of this year or early 2017, but I'm not sure if it's worth waiting for them. I'd wait to at least Black Friday/Cyber Monday to make sure you get the best prices but otherwise it sounds pretty good.

Now is a good time (it always is). The longer you wait the cheaper prices will get, however new technology will be released and the cycle repeats.
