I need a good psu that doesn't break the bank. Also if I don't really want to over clock what CPU should I get

If you dont want to overclock the CPU then go for the i5 6500. You can then also get rid of the cpu fan as the stock cooler is fine at stock speeds. The Corsair CXM 550W,Seasonic G series 550W or the EVGA G2 would be a good psu for this build. All are good units and wont break the bank.
