How cheap could I build a decent custom watercooling loop?

I am just wondering how expensive it would be to do a custom watercooling loop for just CPU right now, but able to do GPU in future. I would like at least a 240 rad and clear tubing. I don't need the best parts, just reliable that will give me good looks and performance. Thank you.

Yeah, but that's kind of an AIO (i know it's not technically). Something that I would like to do is actually build a loop, not just buy one.
