Opinions on Two Builds- Video Editing

I'm trying to decide between these two builds. Any input would be appreciated. Mainly using for Adobe Programs (After Effect, Premiere Pro, Photoshop) , Video Editing and possibly some 3D animation programs. *The first build - E5-1620V2 goes for $90 on eBay/ Not sure which motherboard to use for this build.

This is a comparison of the two CPU. They perform about the same. The sockets are also shown in the link, so chose a motherboard accordingly.

I wonder why you have only 8 GB of RAM with your 2nd build while 16 GB of RAM with your first build?

Furthermore, does any of the CPU come with a CPU cooler (again, the 1st build has a cooler, the 2nd does not).
