I'm planning to upgrade from i3 to i5. Also would like to upgrade to 6th gen. The rest of my components would remain though. Whats the most bang for the buck combination?

You'll have to upgrade your motherboard and your RAM too.

Also, the Z170 ATX board in the first list gives you some more upgradability in the future if you want to overclock, so like getting an i5-6600K or an i7-6700K.

Well if you upgrade to Skylake, you have to upgrade your motherboard since a 6th gen cpu wouldn't work in your current mobo. Then you'd also want to upgrade your ram as well. The rest, your gpu, psu and hdd would be able to transfer to the new rig.
