So I'm building a pc for the first time and it's for games like gta 5 60 fps or more and my budget is 600 will this be fine

Not possible. You are gonna be getting an i3 or an AMD A for a CPU and not gonna afford a halfway decent GPU. You budget needs to be at least $1000.
