Just made a micro atx build trying to keep it under $400 just want to get ideas on if I could do something better?
This is a decent improvement upon your list. If you could stretch your budget to $450, I would recommend getting the 1050ti.
The HDD is a 2TB, so you could reduce it to 1TB if you want to stick right to $400.
This is a good build, but with $50-60 dollars you could grab a RX 470 and be gaming at high @1080p. The amount of improvement from $400-$500 is worth the investment IMO.

try not to skimp too much on powers supplies - it will come back to haunt you later.

That all comes in at $409 with rebates, the 1050Ti is def worth the extra over the 750Ti.
If you can stretch another $20 i would look at getting the AMD 880K CPU
And don't forget you'll need to buy your OS if you're using Windows
