No need for 16gb unless you are doing serious professional CAD/media work. In all honesty, you can get away with a 1050Ti or RX480 GPU for most games and for more hardware demanding games just lower settings a bit. You can get a Cooler Master 212 Evo for around 22$ instead of your 47$ cooler.

i'm planning on 4k so that's why in need more ram plus graphics card, the cpu cooler maybe i will downgrade because i not sure a big one will fit

212 EVO is completely outclassed by this. If you have the room in budget why not get a better cooler, especially on an overclock capable build.

It really depends what resolution you're playing at with regards to what GPU you want to use. The 1050ti is an extremely budget card that gets destroyed by a 480. Normal agreed upon usage would be an RX480 or GTX1060 for 1080p 60hz, a 1070 for 1080p 144hz or 1440p 60hz, and a 1080 for 1440p 144hz. If the OP wants to do 4k, he'll need a far better GPU than a 1070.
