Don't play with liquid cooling if this is your first build. That CPU is OK but it runs extremely hot and is very power consuming. That CPU is only compatible with DDR3 and that's already "on its way out". I will post a part list for you that meets your budget.

well i have family that is helping with the cooling who have used and i knew that the cpu runs hot but what i want to know is that if it has good cooling is it a good cpu because i have some people say no and some people who say if you have good cooling that it is very good

Generally AMD CPU's are clocked higher than Intel but have lower Instructions Per Cycle, meaning that each clock cycle will get less work done. Compared to a quad core i5 clocked 1GHz lower, the AMD FX9590 might perform worse or equal to it. I don't recommend the FX9590. It eats power and is inefficient. It has more cores than needed for gaming but not enough for professional applications.

Plus it uses DDR3. Intel Skylake and Broadwell both have DDR4 support. Either get an Intel CPU or wait until AMD Zen and hope they roll out DDR4.

TL:DR It's not great at anything. I can't recommend it but it may be OK for light-medium gaming/work.
