Upgrade CPU or upgrade CPU cooler and get a bigger overclock?

so i have a g3258 in my system at 4.3ghz and its not that powerful for what i do. Should i get a new cpu (an i5 6600k or something) or get a new cooler and therefore get a bigger overclock. If i was to get a new cooler id get a mid range water cooler so that it would improve my temps a lot more and therfore let me get a much better overclock. if i was to get a new cpu id have the same cooler and it would get meagre overclock.

my cooler: https://www.amazon.co.uk/ARCTIC-Freezer-Pro-Rev-Multicompatible/dp/B002G392ZI/ref=sr_1_2?ie=UTF8&qid=1479658208&sr=8-2&keywords=arctic+cpu+cooler

budget for cpu cooler: £100, lower price the better

budget for cpu: £250

BTW i only have like £30 right now so yeah, cpu cooler would be preferred
