No Input Source - Help

So, my brother is trying to use my old computer. It was working fine when I last used it, now when he tries to use it, it randomly on start up says "No Input Source". Everything is hooked up correctly and after restarting and turning it back on countless times, it will work again. Is this a PSU issue? The GPU is brand new and it doesn't overtax the system. The PSU is a 650W Rosewill Hive Bronze Series, it is about 6 years old though. The GPU is a GTX 1060TI, we have tried a few other monitors I know work and the GPU has been tested as well. So the only thing I can think is its the PSU. I've tried everything I can think of, cleaned it, unplugged everything and replugged it all back in, used the other PCIE slot on the MOBO. Just need a little more info or ideas on what it could be. My thought is its the PSU, but I could be wrong. Thanks for the help mates!

Described symptoms can be caused also be caused by dying CMOS battery as well as a defective/dying PSU.

Okay, thank you very much for your response. Ill try the PSU first, if that doesn't work, I will look at replacing the CMOS.
