Do I need to buy a new OS for my new PC I'm building?

I'm in the process of buying parts to build a brand new PC and am unsure if I need to buy the OS. I've seen some people say you can download it on to a flash drive which I have, but don't you need a product key or something like that? I'm on a laptop PC that has windows 10 home. Could someone please clarify for me? Thanks!
