Windows 10 Won't allow lock screen to change

In windows 10 I can easily change the background, but every time I choose a new photo to change the lock screen it just shows the loading circles forever. This has been happening for a while despite several Windows updates. There are few forums on it but most are inconclusive with mainly responses of people saying they have the same problem. Does anyone know how to solve this? It seems like it should be such a simple task but I cannot figure it out for the life of me. Thanks!

Check to make sure your windows is activated, then make sure ALL windows updates are installed (it's a long process, yes). Then try again. It is that unactivated windows might not let you change the lock screen picture, and some other stuff.

Yeah in the unactivated version the personalization options are grayed out in Windows Settings, but you can still change the desktop background by right clicking images in file explorer, or in the Edge browser.
