i found a psu on ebay for an alright deal but im scared trying to buy it bc idk if i will work mind u it is refubished can anyone help?
If your going refurbished do it through Best Buy, Newegg, or another store that is reputable and able to handle quick convenient replacements. I personally like refurbished because they tend to spend a little extra time checking it out the second time because they don't want to have to deal with a second RMA. Depending on your purpose however, I would recommend you go SeaSonic, Corsair, or EVGA. Each of those companies have their duds, so do the research to pick which is right for you.
Get the EVGA 450 B3, Corsair CX450M, or anything SeaSonic. Buy them new. You do NOT want to cheap out on a PSU as a bad unit can disable your entire PC.
The PSU is not a part to skimp or take risks on. A bad PSU can destroy your PC or worse.
There are new PSUs that are decent budget units and can be quite cheap on sale. For example, the Corsair CX450 white label/2017 version, which is a decent PSU, had a rebate or sale (I can't remember which) that it brought the final cost down to $20. Even now there are some decent budget units for $50 and under.
